Judge James Carlow Receives 2020 C.E. Palmer Award

Congratulations to Judge James Carlow on being honored with the Texarkana Chamber of Commerce’s 2020 C.E. Palmer Award for 2020!   …. a delayed presentation due to covid, but timeless in its validity!    For over thirty years, Judge Carlow served the citizens of Bowie County and our entire region as County Judge, tirelessly promoting the interests of all who live here, from the halls of congress in Washington, D.C. to the least populated farmland in the county.  During his tenure, Judge Carlow used his connections, his savvy and his passion to ensuring the continuance of the Red River Army Depot, the health and well-being of Texarkana College, and the fact that all roads continue to lead to Texarkana USA!   During the presentation ceremony, there were more than a few who expressed their thanks, saying, “… if not for Judge Carlow….!”
