Wilbur Smith was a Texarkana leader who led the way in engaging every citizen he met with his love of Texarkana – his passion for our community was infectious and, as a result, he left an indelible mark on Texarkana. Every year since 1992, Leadership Texarkana has lifted up exemplary community leaders who reflect Wilbur’s example through the Wilbur Awards, using HIS example to inspire and motivate others to step up, as Wilbur did, to lead the way.
