Daphnea Ryan serves as Director of Planning, Community Development, and Health for the City of Texarkana, Texas, where she leads initiatives focused on strategic planning, community development, economic growth, and neighborhood revitalization.
A dedicated public servant with 19 years of local government experience, Ryan has held several leadership roles throughout her career, including City Planner, Grants Administration Manager, and Manager of Environmental Services. Her diverse experience has allowed her to contribute to projects that improve infrastructure, encourage economic investment, and enhance quality of life throughout the community.
Ryan also serves as the City’s Brownfields Program Manager, overseeing redevelopment efforts that transform underutilized properties into productive community assets. For more than 14 years, she has guided projects that support environmental stewardship while creating opportunities for future growth and development.
